The 2nd part of the error message mentions two log files which I have looked at but don't understand much. I'm not sure how to manual remove the drivers for the PANDA USB WIFI or if it's my real problem. I've tried the upgrade with and without the ppa active and with and without the Panda plugged in. The PANDA Wireless USB adapter does use a ppa. I tried to run ppa-purge and the system advised that it is not installed, so I tried to install it "sudo apt-get install ppa-purge" and I get a package not found error. The only thing that I've added to 18.04 that was not in the original 16.04 was a PANDA WIRELESS PAU05 USB wifi adapter. I get this error " Unofficial software packages not provided by Ubuntu Please use the tool 'ppa-purge' from the ppa-purge package to remove software from a Launchpad PPA and try the upgrade again." I tried to force the upgrade from 18.04 to 20.04 as soon as 20.04.1 was released with the command "sudo do-release-upgrade -d". This install was upgraded from 16.04 to 18.04 two months ago without issue.
